Right click on Photo/Signature > Open With > Paint >Image > Attributes > enter Size as specified > Unit( Checked Pixel) > OK > save

Microsoft Office Picture Manager

Right click on Photo/Signature > Open With > Microsoft Office Picture Manager > Edit Pictures > Resize > Checked Custom width x height >
Select Size as specified > save
